So the person in front of me, made their left turn and I was very confused since I thought you had to wait till you got a green light? So I ended up turning since I thought it was okay. I just want to know if this is illegal or not?
Left turn from a One Way road TO a One Way is permitted in some places on a red Light.

If you are in Alaska, Idaho, Michigan, Oregon and Washington, they allow Left turns on Red in other special circumstances.
Unless the street you turned on to was a one-way street, you made an illegal turn. (There are no 4-way streets, just so you know)

What makes you think that person didn't break the law? In a few states, you can make a left on red if both the street you are on and the street you want to turn onto are both one-way streets. Based upon the description of your situation, both of you broke the law.
In most all jurisdictions a left on red is only permitted when turning form a one way street to another one way street.
no left turn on red ever. you can turn right on red if nothing is coming and it is clear that the cross street has no traffic. you can only turn right when you can merge into the lane you can never cross traffic on a red light.
Why were you very confused to see someone do something illegal? Most drivers don't follow all the laws (especially speed limits). If you see someone do something, that does not mean that it is okay.
