Should the lights of a car be able to turn on when the car is turned off?

My 98 Honda CRV leaves the lights on when the ignition is turned off, but has a helpful warning beeper so I don't forget. My Tojo truck the same, but no beeper. Other cars I've had cut all the power to the lights when the ignition was off.
a lot of modern cars will only allow the park lights to come on with the ignition off, to preserve the battery

As a bare minimum the parking/side lights and hazard flashers are required by law to operate when the engine is not running and there is no key in the ignition.
