After I paid the money to the seller,he gave me a pink slip ,in Dmv I paid transfer fees, but they say in order to complete transfering a title to me i need to Smog it.
I wouldn t even worry about Smoging it as I plan to take the vehicle down to Mexico in February, stay in

like Andy writes, in Calif the seller MUST have the vehicle pass a smog inspection BEFORE selling the vehicle, so that's your 1st mistake ; mistake # 2 in trying to take that vehicle to MX w/o having it smogged in the US, because when you return in 6 months, you will pay BIG fines for no smog when it was supposed to be done !!!

No.

Also, the tags are not still good. The date on the tags is when they would be good until IF the car was still owned by the person who got those tags. However, as soon as you buy the car, the tags are no longer good. They are good until the date shown OR when the car gets a new owner, whichever comes first.

Entidtil:
You can't legally drive without first passing the smog test.
g:
If you are a resident of the state of California you have 90 days to have your newly purchase used vehicle pass emission testing, regardless if the vehicle has current registration at time of purchase. Period.

Andy:
Are you in Calif.? If so the seller is supposed to provide a current smog certificate when they sell the car.
James:
Idk
