Assuming the boat is so small that 8 is an absolute limit, the most panicky ones. It is safe enough to have courageous people hanging onto the sides of the boat, evenly distributed, but if you have panicky people in the water the boat may be overturned.

Children & the elderly or injured are always put in the boat first. The rest can hold to the outriggers till other boats arrive. You can always put your bamboo rigging over the side as well. That is standard.

Leave the captain and chief mate out as they are responsible for making sure the boat has enough lifeboats or rafts for everyone. Leave the Chief engineer/ all engineers out as they will be useless in a raft or lifeboat with no engine.
